These establishments could also offer non-cannabis food, non-alcoholic drinks, and host live events such as concerts, provided they obtain permission from local government authorities.

Governor Gavin Newsom (D) vetoed the previous version of the bill, citing concerns about potentially undermining the state’s smoke-free workplace protections. Haney and supporters have worked to address these concerns in the current proposal, incorporating amendments to ensure the protection of workers’ health and safety.

The legislation empowers local governments to decide whether to permit cannabis cafes within their jurisdictions, rather than mandating statewide legalization. It also establishes clear guidelines for the separation and storage of non-cannabis items to prevent commingling with cannabis products on the premises.

Entertainment and Performance Provisions

Additionally, the bill allows for live musical or other performances at cannabis retail locations where on-site consumption is allowed. This provision aims to enhance the experience for consumers while ensuring compliance with regulatory standards.
