Delaware Awards 15 Additional Recreational Cannabis Retail Licenses in Statewide Lottery
Delaware’s cannabis regulatory agency has issued 15 new recreational marijuana retail licenses through a highly anticipated lottery held on Thursday. The event, conducted by the Office of the Marijuana Commissioner (OMC), was broadcast live on Facebook, where the winning numbers were selected using a computer-generated system.
Winning Applicants and Statewide Distribution of Licenses

Mayor Robin Christianson recently vetoed four ordinances passed by the City Council that would have provided guidelines for adult-use cannabis businesses. Christianson cited concerns about the city’s existing struggles with illegal drugs as a reason for the veto.
In response, the Dover City Council has scheduled a special meeting for January 2 to deliberate on whether to override the mayor’s veto. The outcome of this meeting could significantly impact the ability of Kent County licensees to operate within the city.
Growing Demand and a Two-Lottery System
This retail license lottery follows an earlier event in October, which awarded 99 adult-use cannabis permits for cultivation, manufacturing, and social equity retailers. That lottery also included 15 social equity retail permits.
The need for two separate lotteries arose due to the overwhelming response to Delaware’s cannabis licensing process.
Of those applications, 529 were submitted and paid for the 15 open retail licenses awarded on Thursday.
