Retail marijuana store owners will be allowed to sell starter plants. However, the delay in implementing home-growing rules means a tight timeline for legal cultivation this year. Each residence, regardless of the number of adult occupants, is limited to six mature and six immature plants. Additionally, individuals can possess up to 5 pounds of cannabis flower or its concentrate equivalent.
